The U.S. Embassy in N’Djamena is seeking an individual for the position of Protocol Assistant for the Executive Section.
BASIC FUNCTION OF POSITION
Incumbent receives all incoming French-language calls for the Executive Office, routes calls to the appropriate office. He/she prepares synopses of telephonic requests, makes recommendations regarding appointments, returns phone calls, and depending upon the executive Office decision, makes appointments both for those coming to the Embassy and Embassy officials going to outside offices.
He/she handles protocol issues for appointments.
He/she receives French language correspondence addressed to the Executive Office and performs same duties as noted above for the phone contacts.
He/she keeps Front Office informed of changes and impending changes within Government and other issues of potential significance. He/she maintains wide range of contacts within Government, including Ministries, Parliament, and the judiciary, as well as with other Embassies and international organizations.
He/she maintains Embassy’s contact database and diplomatic note archive and also maintains the July 4th and other guest lists, including proposing names of inclusion with justification of their political and protocol importance.
He/she drafts correspondence for Executive and Program offices in French and translates correspondence from English, to include speeches for Ambassador and DCM, talking points, and demarches and prepares diplomatic notes.
He/she backs up translator/interpreter and performs other duties as requested.

REQUIRED QUALIFICATIONS:
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
Education:
Post Secondary Education required. Two years of college or University studies requires.
Experience:
Five years of experience in Administrative/Government services required.
Language proficiency: Level IV English and French are required. Knowledge of Chadian and Classic Arabic is required. Familiarity with local regional dialects/languages is required.
Knowledge:
He/she must have broad knowledge of Government of Chadian personnel and authorities, wide contacts with staffs of other Embassies, international organizations, non-government organizations (NGOs), and other social, religious, and economic interest groups in-country.
He/she must know history and nuances of Chadian Post-Independence history and politics as well as its personalities and attendant protocol.
He/she must know and share biographic details about Chad’s officials and those seeking appointments and professional relationships with Embassy officials.
Skills and abilities:
He/she must have command of a range of computer applications, as well as organizations skills. He/she must also have highly developed interpersonal skills, and self-motivated.
He/she must maintain an apolitical demeanor at all times. He/she may be required to use tact and diplomacy performing job responsibilities.
Additional selection criteria:
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Currently employed US Citizen EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
4. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible for advertised positions within the first 90 calendar days of their employment.

DEFINITIONS:
1. AEFM: A type of EFM that is eligible for direct hire employment on either a Family Member Appointment (FMA) or Temporary Appointment (TEMP) provided s/he meets all of the following criteria:
-- U.S. citizen;
-- Spouse or dependent who is at least age 18;
-- Listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed at a US Foreign Service post or establishment abroad with a USG agency that is under COM authority;
-- Is resident at the sponsoring employee’s or uniform service member’s post of assignment abroad, approved safehaven abroad, or alternate safehaven abroad; and
-- Does not receive a USG annuity or pension based on a career in the US Civil, Foreign or uniform services.
2. EFM: Family Members at least age 18 on travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed to a US Foreign Service post or establishment abroad with a USG agency that is under COM authority who do not meet the definition of AEFM above.
3. Member of Household (MOH): A MOH is a person who: 1) Has accompanied but is not/not on the travel orders of a U.S. Foreign or Civil Service employee or uniform service member permanently assigned to or stationed at a U.S. Foreign Service post or establishment abroad; 2) Has been declared by the sponsoring employee to the Chief of Mission as part of his/her household; and 3) Resides at post with the sponsoring employee.
4. Ordinarily Resident (OR): A citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permit for employment in country.
5. Non-Ordinarily Resident (NOR): Typically NORs are AEFMs and EFM of FS, GS, and uniform service members who are on the travel orders and under Chief of Mission authority, or other personnel having diplomatic privileges and immunities.
